Interpol Notices
Interpol notice is a legal instrument that aims to detect an alleged criminal or being an instrument for requesting information, details, evidence, and documents of the alleged crime from other jurisdictions. In Thailand the rise of Interpol notices has raised substantially during the last few years.
The Interpol notices are categorized into 8 different notices with different purposes:
-Red Notice: This notice aims to seek for the location of individuals that are wanted for prosecution or to serve a sentence.
-Yellow Notice: This notice aims to seek for identify the location of missing persons, minors or persons who can not identify themselves.
-Blue Notice: This notice aims to gather more data and information on a person location, identity or activities that are useful for a investigation under Criminal Law.
-Black Notice: This notice aims to seek information of unidentified bodies.
-Green Notice: This notice aims to warn about an individual criminal activity or to inform about a possible threat to public safety.
-Orange Notice: This notice aims to warn of an event, person, process, or object that can represent a serious threat to the public.
-Purple Notice: This notice aims to facilitate information on modus operandis, devices or methods used by alleged criminal organizations.
-Interpol–United Nations Security Council Special Notice: This notice is very controversial due to political reasons and targets companies or individuals under sanctions.
From an international law perspective, am Interpol notice is not a warrant and has no enforcement power. However, in practical, the domestic Interpol organization (for example in Thailand) may use an Interpol notice, such as a Red Notice, as a basis for issuing an arrest warrant against a foreign individual in Thailand which will eventually might lead to an extradition process.
