Key Requirements for Foreign Film Production in Thailand

1.1 Film Permit Requirement

Foreign filmmakers are required to obtain a film permit from the Thailand Film Office, under the Department of Tourism. The application must be submitted through a licensed Local Coordinator, who is officially registered with the Department of Tourism. This coordinator is responsible for liaising with the authorities throughout the permitting and production process.

1.2 Application Documents

Typically required documents include:

– Completed application form

– Script or synopsis (subject to content approval)

– Filming schedule and locations

– List of foreign crew members and equipment

– Copies of passports of foreign personnel

-Power of attorney authorizing the Local Coordinator to act on behalf of the applicant

– Additional documents as required by Thailand Film Office

1.3 On-site Monitoring and Approvals

– Government officers may be assigned to observe filming.

– Additional permits are required for sensitive locations (e.g. government buildings, historical sites, national parks).

1.4 Post-Production Submission

A final version of the film must be submitted to the Thailand Film Office for review prior to public screening or distribution in Thailand.

Incentive Program (Cash Rebate)

Thailand offers a cash rebate program based on qualified local spending and project contribution. The program is structured as follows:

2.1 Base Incentive (Primary Rebate)

Thai Qualified Spend Base Rebate Max Total Rebate (with add-ons)

THB 50–99 million (~USD 1.4–2.8M) —-> 15% Up to 25%

THB 100–150 million (~USD 2.8–4.3M) —-> 20% Up to 30%

Over THB 150 million (~USD 4.3M+) —->  25% Up to 30%

2.2 Additional Rebates

Eligible productions may qualify for additional rebates:

+5%: Employing Thai nationals in key positions (e.g. director, DoP)

+5%: Promoting tourism, soft power, or a positive image of Thailand

+3%: Filming in designated provinces

+3%: Completing post-production in Thailand

Maximum total rebate (including all add-ons): 30%

2.3 Qualifying Expenses include:

– Hiring Thai crew

– Equipment rental in Thailand

– Local accommodation, transport, and catering

– Location and permit fees

– Thai post-production services

2.4 Application Process

– Applications must be submitted through the coordinator.

– Rebate must be claimed within 90 days after filming in Thailand.

– All expenditures must be documented with valid tax receipts.

– Processing takes approximately 3–6 months.

– The rebate will be disbursed to foreign film producers within one year or earlier, subject to the timeline of the Thai government’s annual budget allocation.
